Vega Zaldívar, Ernesto

Ernesto began his professional career in 2017 at Aguilar y Loera, S.C., as a law clerk in the areas of international trade, customs law, and intellectual property.
He later continued his professional development for nearly six years (2019–2024) at Sánchez DeVanny Eseverri, S.C. (now Garrigues Mexico), where he served first as a law clerk and subsequently as an associate in the areas of international trade and customs, life sciences regulatory law, and administrative litigation.
Prior to joining the Firm, Ernesto worked briefly at Haynes and Boone, LLP (Mexico City office) as an associate in the tax, international trade, and customs practice areas.
Ernesto joined the Firm in 2025 as part of the International Trade & Customs team in the Firm’s Mexico City offices.
He has extensive experience in administrative litigation, including constitutional appeals (amparo proceedings), particularly in matters related to international trade, tax obligations, and the regulation of products subject to health and customs controls, such as pharmaceuticals, medical devices, food and beverages, tobacco products, cosmetics, chemicals, and hazardous substances.
He has advised domestic and multinational companies in obtaining and maintaining government incentive programs (IMMEX and PROSEC), as well as customs and tax certifications (VAT/Excise Tax Certification and Authorized Economic Operator – AEO), in addition to securing permits, authorizations, and compliance with non-tariff regulations and restrictions required for import and export operations.
He also has substantial experience advising clients in customs administrative proceedings (PAMA), origin verifications, desk audits, and similar proceedings initiated by both domestic and foreign authorities.
Additionally, he has participated in comprehensive M&A due diligence processes focused on customs and life sciences regulatory compliance.
He also has experience representing domestic and foreign companies in antidumping investigations and countervailing duty review proceedings.

Ernesto holds a Bachelor of Laws degree from Anáhuac University in Mexico (North Campus).
As part of his academic training, in 2018 he completed the “English Plus Law” program at Kings Education (London Campus), which focused on the study of legal terminology used in the United Kingdom and the common law legal system.
He completed a certificate program in Foreign Trade and Customs Operations at the Autonomous Technological Institute of Mexico (ITAM).
