Academic and Professional Activities
Rodrigo’s practice is focused on infrastructure projects, both public and private, as well as on the power industry.
Rodrigo has extensive experience in administrative law as well as in construction matters. He has provided advice to numerous international clients in a wide range of public procurement matters at a federal, state, and municipal level. He regularly assists clients in the tender and execution of all kinds of government contracts; concessions, public works and related services, acquisitions, leases and services; and public-private partnerships. He has also assisted diverse government entities in the preparation of everything necessary for the structuring of public contracts, including the preparation of the corresponding tender procedures, as well as providing advice during the execution of the projects.
In infrastructure matters, Rodrigo has participated in the design, implementation and day-today- operation of projects of energy efficiency in public lighting, concessions, highways, government offices, power generation plants, railway project, and ports.
In power industry matters, Rodrigo has advised multiple clients in phases such as obtaining generation permits, registration in the qualified users registry, physical asset registration, regulatory advice to participants in the Wholesale Electricity Market, and conducting Due Diligence for diverse projects. Similarly, he has conducted various investigations and risk reports on regulatory matters related to the electrical industry.
